Plugin Headers - Repositionable Sections.

If you have a lot of plugins in the menu, currently we can only reorder each plugin. Having HEADERS would be a great way to organize the plugins, i.e. by category, creator, etc. That woulld make finding a specific plugin much easier. Being able to move the sub-group below the header would be nice, but not as important as just having ability to have headers for groups
